Marilyn J. Field and Alan M. Jette call on the nation to strengthen its commitment to accommodate the needs of its disabled citizens ("Dealing with Disability," Issues, Winter 2008). One of the barriers to such a commitment, they note, is that the nation lacks a consistent definition of disability, which limits the nation's ability to adequately measure the needs of individuals with disabilities and evaluate the effectiveness of policies and programs aimed at mitigating the effects of disabling conditions. Field and Jette call on the federal government to adopt the World Health Organization's International Classification of Function (ICF) as the conceptual framework for parsing out the multiple dimensions of what it means to have a disabling condition. I believe that the adoption of the ICF would be a major step forward. It would assist federal and state agencies that collect population-based statistics to measure disability and its various components more adequately and more consistently and thus foster comparisons across data sources and over time.
